What payout did Roger Ellis get in the end?

Also like to know what Andy Zuntz (Sp?) got?

I think he left with his agreed pension that he paid into. A lot of money but he was on a big salary.

That was what prompted me to ask, enough time has now passed for an answer to be given.

Wasn't Roger Ellis arrogant in that meeting, silly man to upset the Chairman as he obvious did?

Does he still live in Littleborough, or has me moved to richer places?

Keith@Rochdale: What emerged at that meeting was an acknowledgement from the 'new' RMBC Chief Exec that the Borough Solicitor would be able to provide the financial information to the Committee Chair, to which the Chair was quoted as replying something along the lines of ' we can write for it then. '


It didn't actually state it would be requested by the Chair, or give any indication that details of early retirement-voluntary redundancy Exec packages would be released locally.


Suggestions are that at least the Council Leader Councillor Lambert knows, as does the RMB Director of Human Resources, Steve Harper.


The exodus of Rochdale executives and top managers was described on today's news as being like a 'Revolving Door.'

No wonder the Council pot is empty with all these payouts!

It would be interesting to see a list and total of all the payouts for the last 10 years.

It is by no means certain that such payment details can be legally withheld from the public. High level pay in public bodies was similarly kept secret and confidential for several years, before clarification of the Freedom of Information Act judged that in such cases the public interest outweighed the individual's right to privacy, and such details now have to be published.

Payoffs, pension top-ups and golden handshakes may well go a similar way. Confidentiality agreements, seemingly only set up to specifically hide details from the public in order to avoid scrutiny and possible embarrassment of both sides, are clearly against the public interest, and may prove to be unenforceable.

Public servants who leave post under a cloud of negative publicity need these large and secret payouts, as they have to move to other parts of the country and adopt entirely new identities. This can involve expensive procedures such as plastic surgery and expensive wigs. jocolor

What a Face Roger Ellis was chief exec of Burnley Borough Council in 1993 then came into post at Rochdale in 2000.

Andy Zuntz was one of the five-person Rochdale Executive Leadership Team with responsibilities including Housing, Regeneration, Planning, Economic Development and …. RMBC’s grail of constantly-espoused “Community Cohesion.”


Striding has it covered:

Rochdale Online (RO) submitted a FOI request regarding Mr Ellis' pay off earlier this year.

The Council rejected the FOI request on the bogus grounds of Data Protection and a Confidentiality condition.

RO pointed out that the Data Protection Act was not applicable and the Government had ruled confidentiality clauses in such circumstances are invalid.

To no avail ! RMBC appears to ignore all. I wonder if 'they' are in Breach of the Borough Constitution ?

RMBC and the party in current control of it don't give a toss about their own policies, the electorate, the law or Rochdale Online.

They are the most arrogant bunch of people you could ever meet and the incompetence in many areas beggars belief. Sitting through some of the meetings, I am constantly amazed that some of the 'movers and shakers' ever managed to fill in their own nomination papers, let alone get elected and appointed to a role which it is mind-bogglingly obvious, they lack the intellectual capacity to fill.

I am amazed that the citizenry hasn't assembled in Wat Tyler mode, marched upon the Town Hall and disassembled it brick by brick. I am reminded of a few lines of Robert Browning's 'Pied Piper of Hamelin':-

At last the people in a body
To the Town Hall came flocking:
"Tis clear,'' cried they, `our Mayor's a noddy;
And as for our Corporation - shocking
To think we buy gowns lined with ermine
For dolts that can't or won't determine
What's best to rid us of our vermin!
You hope, because you're old and obese,
To find in the furry civic robe ease?

There is not a day goes by when I am returning home over Owd Bett's after a shift at the coalface when I don't thank God that I don't have to live there anymore.

In the spirit of scrupulous fairness, the exec when most of the trouble took place was firmly in the hands of the lib dems.

Of the political clowns (not a good word, they are not funny) who govern us, I am reminded of the discription of the devil and the bailiff in an old Irish song:

And each was as black as the other, both of them darker than sin.

This analysis of the situation for Rochdale is worrying. The recent decline of the town, not just in economic terms, but also in mood and outlook, is apparent, and in no-one's interest. Is it possible to somehow turn the situation around so that there is some believable idea of a future for the town for people to involve themselves with?

Something fairly drastic is needed, but what can it be?

Yes, it IS possible to turn this situation round and would cost virtually nothing. It requires a change in attitude from the council and its Leadership. One based less on arrogance and more on a desire to do what they presumably set out to do when they entered politics. In short, to serve the public and not their own political and egotistical ends.

Their ongoing spat with RO typifies for me, their whole attitude as being to trample roughshod over anything or anyone who stands in their way and to ignore any unplaletable or inconvenient truths.

By the way, I am not a spokesperson for RO although I do write for them and I simply use this example as a classic example of their hubris, crassness and high-handedness.

I think that they need to totally re-evaluate their role and how they deal with the public. There are some very decent people of all parties on the council but either they don't get heard or, like the girls in the grooming case, their voices are ignored by an organisation that is both blind and deaf to anything it does not want to see or hear.

This cannot just be solved by a change of Leadership; although that could definitely help. It needs a root and branch, back-to-basics look at themselves and apply a bit of self awareness and self criticism.

For too long the wagon s have been circled and anyone outside that circle is seen as 'one of them thar pesky Indians'.

They need to reflect upon the fact that 80% of the public can't even be bothered to turn out to vote as they are so disenchanted with the process.

I hope that any Lib Dems or Tories reading this will not be rubbing their hands with glee thinking it is a damning inditement of the local Labour Group. Much of the crap that we are just hearing about happened on THEIR watch, not Labour's so the culbapility is a shared one.

Rochdale has become a national joke. Who has made it so? The people who have run the place over the past ten years and who have virtually all sworn, in their election fliers, 'to put the people of Rochdale first'.

In general terms your diagnosis appears to be correct. Local government generally is in a bad way, but the problem in Rochdale is probably the worst in northern England, and is where a new way of doing things most urgently needs to be developed.

A start would be for R.M.B.C. to re-write it's website, at the moment it gives the impression of a local authority so firmly stuck up it's own bottom as to be irretrievable.

My own council, though smaller, has roughly the same political make up as Rochdale but has a totally different outlook and style. It is far less arrogant and much more punter-focused.

The truth, as you intimate, lies far up its own rear end. In Rochdale they seem to regard themselves as corporate executives whose allegiance is to the machine rather than to the public they pretend to serve.

In a strange sort of way, the grand, gothic backdrop of the Town Hall seems to foster their delusional state. It's almost as if they're playing Downton Abbey for real.
