Just listening to BBC news about the new proposals for the police force.

Up to now a constable has to walk the beat for 2 years before he can start to climb the ladder...the new proposal is to do away with this so that anyone can join up and become chief constable, there is even the suggestion that chief constables will be 'imported' from abroad directly to the role.
Edited ...The post offered abroad will be Superintendant

The other thing I have learned today is that a head teacher doesnt have to have ever been a teacher!
Saying that, I have noticed situations where a parent who goes in to school to listen to children reading are ending up with their own classes.
When I queried this I was told they were classed as substitute teachers!

It has long been the case where the Head of a school is more valued as a manager and administrator than as a teacher.

It has been many years since heads managed anything like a useful teaching timetable.

Well, looking at the system we have in place already and looking at the repeated foul-ups by the police from Hillsborough, Miners Strike right up to and including our recent grooming cases, I do not think that we should leap too readily to defend the status quo.

Mind you, there is no guarantee that the new system will work any better and could make it worse.

Have no objection in principle to accelerated promotion programmes for bright candidates but I do think that at least a year spent on the beat or front line as a constable in one of our cities is a good basis on which to build a career and gain a bit of respect, experience and credibility.

Charly is correct. For many years it has been suggested that a headteacher need not be a teacher. In most schools a headteacher never sees the inside of a classroom. In the main the job is administrative and getting more so every day. There is an argument that a trained administer may make a better job of it.
The police proposals are different. Every now and then the idea of a national police force emerges, one run like the armed forces where you have an officer class and other ranks. Local forces would disappear and a national one takes it's place.
I am not sure where I stand on that one but it is an interesting idea.

A dangerous concept 'past it'. Such becomes more like a national force such as the Army where self determination on service and execution is in the hands of the few instead of the many and like the Armed Forces becomes political with a capital 'P' instead of the present system whereby response is in the hands of a more localised grouping overseen by localised people. I would prefer they (the politicians) stopped messing around with our institutions especially when they haven't a damn clue how to change anything for the better.
It's change for changes sake and to appear they are doing something useful when the truth is such is rarely the case. They would be better employed standing still, taking stock and tweaking the parts that require betterment instead of the wholesale stupidity that goes on today. A bit more time spent on things that 'really' matter wouldn't go amiss. :afraid:
