You are kidding me about the one about teachers Charly.

It has long been the case where the Head of a school is more valued as a manager and administrator than as a teacher.

It has been many years since heads managed anything like a useful teaching timetable.

Charly is correct. For many years it has been suggested that a headteacher need not be a teacher. In most schools a headteacher never sees the inside of a classroom. In the main the job is administrative and getting more so every day. There is an argument that a trained administer may make a better job of it.
The police proposals are different. Every now and then the idea of a national police force emerges, one run like the armed forces where you have an officer class and other ranks. Local forces would disappear and a national one takes it's place.
I am not sure where I stand on that one but it is an interesting idea.

A dangerous concept 'past it'. Such becomes more like a national force such as the Army where self determination on service and execution is in the hands of the few instead of the many and like the Armed Forces becomes political with a capital 'P' instead of the present system whereby response is in the hands of a more localised grouping overseen by localised people. I would prefer they (the politicians) stopped messing around with our institutions especially when they haven't a damn clue how to change anything for the better.
It's change for changes sake and to appear they are doing something useful when the truth is such is rarely the case. They would be better employed standing still, taking stock and tweaking the parts that require betterment instead of the wholesale stupidity that goes on today. A bit more time spent on things that 'really' matter wouldn't go amiss. :afraid:
