I think your second paragraph is nearer the truth Atlas, unfortunately some kids are dragged up and it continues on through generations to follow.

Of course, many individuals buck the trend.....but many more don't.

I appreciate we haven't 'all' taken advantage of a reckless negation of social responsibility brought about mainly by a slackening of welfare rules and sanctions but of course that leaves the rest whose nature and nurture has been somewhat less structured towards 'fair play'. Whatever ones reasoning towards taking 'advantage' from a well intentioned social welfare structure, the blame for such has to lie with the law-makers and regulators whose actions have 'allowed' such things to happen. Putting aside this man's propensity to 'short-cut' with criminal intent leaves us with a badly 'flawed' social system which had it been properly instituted in the first place would not have produced such abuses thus enabling the man's mind-set to latch-on to what he thought was an easy and profitable way out of his predicament. I rest my case for 'reform' - and the sooner the better. affraid
