I think you've read it wrong, it says;
instead of paying a Z-lister thousands of pounds for ten minutes on stage, children from the borough will perform the Christmas lights-switch on Saturday 17 November,

Couldn't they book Martha Reeves?
After all, according to TCM re the Feelgood Festival, it would have local retailers making money hand over fist and increase footfall massively plus put Rochdale on the map.

Rochdale is well and truly already on the map for all the wrong reasons ?

Just got back froim watching (and photographing) the lights switch on.
I'd say it was better than the previous occasions (with Z list stars).
Saw a couple of freelance photographers who usually work for the MEN out, but no-one else.
Hope the media, who have made (justifiable) capital out of the fame game in previous years give a decent and fair report. i suspect however that the circus has moved on.
