Because it's an ongoing investigation, against someone still alive? Maybe you should ask GMP.

I was thinking of the celebrities that mixed with Jimmy Saville, only under investigation, but named in the press, how does that work then?

As part of their response to prevent child and target child exploitation-grooming, the issuing of ‘abduction notices’ is a well-established practice by Lancashire Police. They’ve been used as a ‘shot across the bows’ by Lancashire police officers when there has been evidence of concerning behaviour by potential abusers to stop men approaching children … current tense.


They’re usually given when behaviour is seen to be a significant risk, but falls short of a prosecution, in order to disrupt the criminal or undesirable activities of adults associating with children and young people


A Child Abduction Warning Notice identifies the child/young person and confirms the suspect has no permission to associate with or to contact or communicate with the child. Child Abduction Warning Notices may be issued to suspects/associates ‘believed’ to place the subject at risk of offences being committed against them.


What this latest publicity demonstrates is that Rochdale police and the local authority’s community safety management have a long-established collaboration that has ‘jointly’ contributed, over time, to any licensing issues and child safeguarding matters. As UTD comments, perhaps it belongs to ‘No Sense of Personal Culpability s,’ or ‘Sex Grooming,’ or even ‘Serious Case Review.’
