The European Court of Human Rights have awarded £640 damages and £1,710 costs to a funfair worker who raped a 14 year old girl after forcing her to drink alcohol.
Samuel Betteridge from Mablethorpe was jailed after pleading guilty to two counts of rape and one of attempted rape in 2005.
He was awarded the money because of a 13 month delay to his 2008 parole hearing.

The ECHR ruled that the 13 month delay was a breach of Betteridge's right to a speedy hearing which his lawyer claimed caused him to experience frustration affraid .

It beggar’s belief when victims and their carers go into lengthy time scales, sometimes years, with major added tensions and fears, waiting for bailed suspects to go to trial.

£100,000 was paid out to prisoners in similar cases last year, mainly because of delays in reviewing cases.Other similar claims are now in progress.

This is the European Court of Human Rights acting against the UK government for delay in procedures.

What doesn't make sense is that such fines should be paid to criminals, they could instead be paid to the victims of crime, for whom justice is equally being delayed.

I think I had seen something in the news about someone who is wanted back in his own country for child sex offencies. They could not send him back because his tribe that he belongs to is persecuted in that country. If the child sex offencies are true I think he has lost his human rights to be in this country and needs to face up to the crimes in his own country.

Does anyone know if the story in the news is true or not. For all we know he may be wanted back in his own country and the nation who persecute his tribe might be making the story up.

What is needed is a small country specially designated in which criminals not wanted in their own countries can live. A fairly large island offshore of Europe, within easy reach of the Human Rights Court of Europe would be suitable.

None the less, if the law says thre should be speedy and appropriate progress in parole hearings, then that is what there should be.

This is about failing to do what we promise to do and we have been found wanting against what we as acountry consider acceptable.
