Perhaps you are not using the telephone to it's full, international potential? This sounds a bit like one of the telephone scammers who call me -

But, as said earlier, some of them are pretty nasty. It has become a bit of a plague nationwide.

I hope the link isn't a spam, you can't be too careful so I'll not bother. Like I said above, just put the thing, phone that is, down.

You are very wise not to go clicking unknown links, Old Regulator, although that one only goes to Utube. The internet and the phone, especially mobiles, all that social media, apps and texting have changed society quite a lot. There is an iffy side to it as well as a useful one.

What can a fraudster do with just a mobile number? Use it to open an online gambling account apparently.
What can the Police do about it? Refer it to Action Fraud, who can do nothing except pass the information to the National Fraud Investigation Bureau.
What can the N.F.I.B. do? "An NFIB spokesman said, with tens of thousands of reports of fraud each day, it would only allocate a select few to police forces to investigate."
All sounds very iffy, just a number? Or is there more to it?
