Mad men from Manchester.
The two mad men from Longsight, Manchester, who drove down to Devon with a samauri sword intending to behead Joss Stone, were only caught and stopped because local people there thought they looked and behaved like a couple of dangerous maniacs. These two men presumably walked round for years and fitted in perfectly well in Manchester, attracting no particular attention.

It is exactly the same 'scenario' that happens all the time in the Houses of Parliament when members of the general public enter upon a 'sitting' in that establishment. "Strangers. Strangers" goes the cry from the Members of Parliament who can instantly spot mortals of a lesser being and thus inferior of race and intellect.
Like the people of Devon - the lowness of the brow and closeness of the the eyebrows, the misshapen gait and sloping hunch-backed shoulders from years of deprivation and abuse are an instant give-away and are easy to spot. Those two misfits from Manchester hadn't an earthly as they were also somewhat slightly tinted. It's a non-brainer.

The people of Devon would not be likely to call the police on the basis of "tinted" skin colour. Your idea of "misshapen gait and sloping hunch-backed shoulders from years of deprivation and abuse" may be nearer the mark.
The remarkable thing is, these men, with their assortment of knives, hammers, samauri sword, and plan to behead someone, by all reports a pair of obviously crazed psychopaths, did not attract attention in their native habitat of Manchester, until they decided to have a day out.

Why would they attract attention in a city like Manchester???????????? Have you been in most heavily populated cities recently? They would need two heads three arms and one leg before anyone would bat an eyelid. Oh and by the way - whilst we in the rural climes do not view the colour of a persons skin as a sign of nefarious activity be under no illusion such never, I repeat never, pass by without notice. Reason being - we don't have any or scarce few and therefore they 'stand out'.

No, not a lot. Last time I visited London, I went shopping in Croydon on a saturday afternoon, I did feel conspicuous as a rare white man. No one reported me to the police though.

A different skin colour does 'stand out' in a crowd, but in that part of London, it was such a medley of different kinds of people from all over the world, no one seemed to take much notice.
