This Pathway used in Hospitals that is causing some concern and debate in the news at the moment on best how to treat patients who are dying.

Was the policy made up some where else and first used in Liverpool to try out or was it made up by medical professionals in Liverpool and then roled out across the country?

Whichever way you look at it there is some concern on the present use of the policy in the Health Service.
