Is this yet another NFR ? Normal For Rochdale. Announcement, made late Friday, that an "update" on an, err, imminent ' independent ' review is being provided on Monday morning, by representatives of two Agencies, but that there will be no Question & Answer opportunities. Perhaps it's a misprint due to pre-election irritants
Date – Monday, 28 April, 2014.
Time - 10am for a 10.15am start. All those in attendance must be set up and seated by 10.15am as latecomers will be refused entry.
Where – Rooms 1 and 2, Rochdale Town Hall, The Esplanade, Rochdale, Lancashire OL16 1AB - a parking area for satellite vehicles will be coned off.
Reporters, photographers and film crews are welcome but will need to sign in upon entry and show press accreditation. To register your interest please contact the Newsdesk on newsdesk@rochdale.gov.uk or 01706 926002.

It could be a turning point for the better if this investigation turns out to be a real and effective one, there is a lot wants clearing up.

From viewing the video of the press conference on that link, it appears the main idea was to limit expectations by explaining that this will be a slow, limited, blinkered, tedious and toothless inquiry conducted by people who would rather be doing something else. So, worked brilliantly for me, my expectations have been well limited.

The council chief executive who closed Knowl View has rejected claims there was a cover-up at the school. John Pierce , who headed up Rochdale council from 1986 to 1996, said he was never given any evidence to suggest pupils at the Bamford special school were being sexually abused.
“It could well have been that staff in my department were aware of the reports but they didn’t bring them to my attention.”
Mr Pierce, of Norden, said three reports, written in 1988, 1991 and a council-ordered probe in 1992, detailing the scale of abuse taking place at the boy’s school, didn’t find their way to his desk.
John Pierce later become chairman of the borough’s now defunct health body NHS Heywood, Middleton and Rochdale, until 2011. Mr Pierce said he had not been approached by investigators.

In the recent press conference, the Chief Constable explained the police inquiry into whether there should be a criminal investigation would be difficult and hampered by the passage of time, could only move within a limited framework, on corroborated evidence, and could not speak about previous police inquiries, due to the law having changed since then.
Procedural rules between Police, and Q.C. inquiries means information has to be appropriately placed. Identities of suspects unknown, their status as 'suspects' uncertain.
Could the slow, limiting, procedural log jam, as explained, be moved forward more quickly by the leadership of R.M.B.C., motivated to spur on and broaden the scope? The national reputation of Rochdale in future can either be of the town that cleaned out the mess, which allegedly extends far beyond Rochdale, or, always be a town holding it's secrets and suspicions to itself. Whether fair or not, there is a public perception of police and council both reluctant to "drag up the past", co-operating to do little.
Mr. Danczuk, quote: "Make no mistake: the identities of many of these men have long been known to the police." "I am also very worried by the narrow, local focus of the proposed investigation."

That's what "drag up the past" means. R.M.B.C. needs a good working relationship with G.M.P., but is a 'good working relationship' really good if it does not get the action and results needed?

With this Cyril Smith thing, the effect is as though the whole town, it's politics and it's people have been, to some extent, abused. There is plenty for the council and the police to deal with in the present, but it still matters to sort out the past.
